Requires annual resubmission of the waiver request if denied, with authorization to pursue USDA pilot or demonstration authority as an alternative

Defines "eligible foods" purchasable with SNAP benefits as whole meats, poultry, fish, dairy products, eggs, fruits and vegetables without added sweeteners, grains, cooking oils, water products, 100% juice, and items approved under the federal WIC program

Mandates the department provide clear guidance to SNAP recipients and retailers with a reasonable implementation period for compliance

Explicitly states the restrictions will not reduce benefit amounts, restrict access to eligible foods, or limit program participation
