Authorizes the Arizona Game and Fish Commission to require proof of insurance certification from watercraft rental owners and boat liveries, and to verify coverage with insurers

Establishes criminal penalties for renting watercraft without required insurance: a class 3 misdemeanor for basic violations, elevated to a class 1 misdemeanor if the uninsured watercraft is involved in an accident

Updates boat livery recordkeeping statutes with modernized language while preserving existing requirements to maintain renter records for at least three months
