Defines "apply" and "application" in transportation law as the process of providing required information to ADOT in a department-prescribed manner for services rendered by the department.

Repeals section 28-2410 of the Arizona Revised Statutes related to ADOT operations.

Adds blood transport vehicles to the priority list for high occupancy vehicle (HOV) lane use when lanes become degraded, placing them seventh in priority after alternative fuel vehicles and low emission/energy efficient vehicles.

Clarifies that "low emission and energy efficient vehicles" referenced in HOV lane priority rules are defined in section 28-601.

Makes technical corrections throughout, including changing "per cent" to "percent" and "eighty day" to "eighty-day" in HOV lane degradation measurement provisions.
