Requires the Arizona Department of Environmental Quality to conduct a biennial (every two years) review of fuel formulations available or potentially available under federal air quality standards

Mandates assessment of air quality impacts from switching to fuel formulations not currently authorized in Area A (Maricopa County vehicle emissions area) or Area C (fuel standards compliance area)

Requires the department to submit a report with recommendations by December 31 of each review year to the associate director of the Weights and Measures Services Division, the governor, legislative leadership, and the secretary of state

Adds new section 49-559 to Arizona Revised Statutes Title 49, Chapter 3, Article 5 relating to air quality
