Prohibits peace officers from transporting mental health patients or proposed patients from hospital emergency departments or locked behavioral health facility units to other health care institutions, evaluation agencies, or treatment agencies beginning July 1, 2027

Establishes three exceptions allowing peace officer transport: when the person is incarcerated, when there are reasonable grounds to believe the patient cannot be safely apprehended without peace officer assistance, or when someone calls 911 requesting emergency assistance

Requires authorized transporters (rather than peace officers) to conduct apprehension and transport of mental health patients or proposed patients except under the specified exceptions

Adds new section 36-503.05 to Arizona Revised Statutes governing mental health patient transportation
