Allows drivers convicted of excessive speed violations under Arizona law to opt for installation of a speed inhibiting device instead of license suspension, with the device required for a period equivalent to the suspension that would have been imposed.

Speed inhibiting devices must determine posted speed limits and prevent vehicles from exceeding them, with limited override capability (maximum 3 times per 30-day period, allowing up to 10 mph over the limit for 60 seconds).

Drivers must pay all costs for device installation and maintenance, with manufacturers required to report compliance data to the department at least every 90 days.

Operating a vehicle without a required speed inhibiting device is a class 1 misdemeanor, resulting in immediate license suspension for the full original sentence length with no credit for time served.

Exemptions apply to fleet vehicles, employer-owned vehicles operated during employment, commercial vehicles, motorcycles, and off-highway vehicles.
