Requires all firearm sales and transfers in Arizona to go through a licensed firearms dealer who must conduct a federal background check, unless the buyer already holds an exempting permit.

Allows licensed dealers to charge up to $20 to facilitate private party transfers and complete required background checks through the National Instant Criminal Background Check System (NICS).

Exempts law enforcement, military personnel, gunsmiths performing repairs, common carriers, and transfers of antique firearms manufactured in or before 1898.

Exempts bona fide gifts between immediate family members (spouses, domestic partners, parents, children, siblings, grandparents, grandchildren, nieces, nephews, first cousins, aunts, and uncles).

Classifies violation of the background check requirement as a class 5 felony.
