Requires completion of a firearms safety training program as a condition for obtaining a concealed carry weapons permit in Arizona, amending section 13-3112 of the Arizona Revised Statutes.

Updates cross-references throughout multiple Arizona statutes (sections 4-244, 8-385.01, 12-714, 12-721, 13-3102, 13-3105, 13-3112, 13-3118, 13-4401.01, 13-4903, 13-4904, and 15-515) to reflect renumbered provisions related to weapons permits.

Maintains existing exemptions for peace officers (on-duty and off-duty), retired peace officers, and honorably retired law enforcement officers who have been issued certificates of firearms proficiency.

Preserves current provisions allowing concealed carry permit holders to carry on licensed premises of on-sale retailers unless the establishment has posted notice prohibiting firearms pursuant to section 4-229.
