Requires the Auditor General to conduct a special audit of the State Land Department pursuant to Arizona Revised Statutes section 41-1279.03.

Audit must examine vacant state trust lands with slopes under 15%, including analysis of submitted applications or letters of interest and reasons for any denials by the department.

Audit must review commissioner-initiated land sales in counties with populations over 400,000 that received only one bid, including evaluation of whether appraised values were appropriate.

Audit must examine solar leases and sales on state trust lands that went to public auction with only one bid, including evaluation of appraised values for those transactions.

Audit must evaluate reclamation requirements the department imposes on solar leases or sales to restore lands to previous conditions at the end of solar projects' useful life.
