Grants Arizona counties concurrent jurisdiction over portable source components and mobile sources within their boundaries for the sole purpose of issuing permits to certify emission reduction credits, upon voluntary request from an applicant

Allows the Arizona Department of Environmental Quality director or county control officers to issue permits requiring emission reductions from motor vehicles, agricultural vehicles, mobile sources, or nonroad engines when applicants voluntarily submit applications

Extends permit terms for emission reduction credit certifications to a maximum of 20 years, compared to the standard 5-year permit term for other air quality permits

Requires permits and permit revisions for certified emission reduction credits to remain subject to all applicable rules, conditions, and enforcement provisions of the issuing permit program

Makes binding on the applicant any permit or permit revision that certifies emission reduction credits after a county issues such permits under the new concurrent jurisdiction provisions
