Creates a provisional license pathway for internationally trained physicians who completed medical school, hold Educational Commission for Foreign Medical Graduates (ECFMG) certification, and have employment offers in Arizona counties with populations under one million.

Requires provisional licensees to work under indirect supervision (with direct supervision immediately available) from a physician in the same specialty who is licensed in Arizona.

Provisional licenses convert automatically to full licenses after four years if the physician practices in qualifying counties, receives no disciplinary action, and obtains a signed attestation from their supervising physician.

Employers must notify the board if a provisional licensee leaves employment, and the board terminates the license within five days unless the licensee secures new employment in a qualifying county.

Provisional licensees must meet standard licensure requirements, maintain medical malpractice insurance, comply with continuing education requirements, and renew their license annually.
