Charges a $25 fee for original and renewal plates, with $8 going to plate administration and $17 as an annual donation to the Adaptive Sports and Recreation Special Plate Fund.

Directs fund monies to a 501(c)(3) nonprofit founded in 2018 that provides adaptive water sports equipment and volunteer training for persons with physical or cognitive disabilities throughout Arizona.

Allows the first $32,000 collected in the fund to reimburse whoever paid the initial implementation fee, with up to 10% of annual deposits available for fund administration costs.

Amends multiple sections of Arizona Revised Statutes (28-2351, 28-2403, 28-6501, 28-6991, and 28-6993) to incorporate the new special plate into existing vehicle registration and highway fund frameworks.
