Authorizes pharmacists to independently order, perform, and interpret FDA-waived tests and initiate treatment for patients 12 years or older for influenza, strep throat, COVID-19/coronavirus, and emerging public health threats identified by the Arizona Department of Health Services.

Requires pharmacists to follow a statewide written protocol developed by the Board of Pharmacy addressing documentation, patient screening, exclusion criteria, treatment instructions, and training requirements.

Mandates pharmacists notify patients' primary care providers within 72 hours of initiating treatment and within 48 hours of any adverse reactions, while maintaining records for at least seven years.

Establishes an Independent Testing and Treatment Advisory Committee with pharmacists, physicians, a nurse practitioner, and a patient advocate to develop and annually review statewide protocols.

Permits pharmacists to initiate and dispense HIV preexposure prophylaxis (up to 30-day supply) and postexposure prophylaxis (28-day course) following CDC guidelines, with required testing, counseling, and referral to follow-up care.
