Requires Arizona counties with populations over 125,000 to include land use designations for data centers and data center facilities in their comprehensive plans, with locations sufficient to not prevent effective construction and operation of such facilities.

Mandates county comprehensive plans include planning for energy uses that designate locations for thermal and nonthermal electric generating units, including small modular nuclear reactors, with designations sufficient to not prohibit their construction and operation.

Removes existing requirement that county energy planning identify policies for greater use of renewable energy, replacing it with the small modular reactor provisions.

Adds "energy" and "mining" to the list of land use categories that comprehensive plans must address for general distribution and location of uses.

Counties meeting the 125,000 population threshold must amend their comprehensive plans to comply with these new requirements within two years of the act's effective date.
