Prohibits county zoning ordinances from preventing, restricting, or regulating small modular nuclear reactors that are colocated with extra high load factor customers (large energy users) that have already received zoning entitlements

Requires small modular reactor owners/operators to provide public notice and hold at least one public comment session in the county before construction

Directs the Arizona Corporation Commission to adopt rules defining key terms including "colocated with" (specifying distance or electrical interconnection requirements) and "extra high load factor customer" (based on peak or average energy demand in megawatts)

Mandates that the Commission's definition of "extra high load factor customer" cannot discriminate between different industries, sectors, end users, or proposed locations beyond energy demand characteristics

Amends Arizona Revised Statutes sections 11-812 (county zoning restrictions) and adds new section 40-360.14 to Title 40, chapter 2 (Corporation Commission authority)
