Allows utilities to construct new power plants without obtaining a certificate of environmental compatibility if the plant is colocated with an "extra high load factor customer" (large energy consumer) that has received zoning entitlements

Requires utilities to provide 30 days' written notice to the Arizona Corporation Commission and hold at least one public comment session in the county where the plant will be located before construction

Applies to public service corporations and public power entities doing business in Arizona

Directs the Commission to adopt rules defining "colocated with" (specifying distance or electrical interconnection requirements) and "extra high load factor customer" (based on peak or average energy demand in megawatts)

Prohibits the Commission's definition of extra high load factor customer from discriminating between different industries, sectors, end users, or proposed locations beyond energy demand and electrical operating characteristics
