Regulates utility submetering in mobile home parks by allowing landlords to recover actual utility charges plus an administrative fee of up to $8 for administrative costs only

Removes previous requirement that landlords charge no more than the prevailing basic service single-family residential utility rate

Requires rental agreements to disclose which utility services are charged separately and specify any administrative fees associated with submetering

Prohibits landlords from imposing additional charges beyond the utility provider's charges and the permitted administrative fee

Maintains existing requirements for separate meters, itemized billing with meter readings, and limits on waste/garbage removal charges to prevailing single-family residential rates
