Requires contractors and subcontractors on state government contracts funded by federal money (with labor-hour-based compensation) to submit certified payroll records showing hours worked, job classifications, and wages paid to employees.

Certified payroll records must include a signed statement of compliance attesting that the records are true and correct.

When a successor contractor takes over a covered contract, they must offer employment to qualified employees from the initial contractor whose positions are necessary for the work.

Retained employees cannot be terminated or have hours reduced during the transition period except for documented cause, performance reasons, or lack of work.

Exempts contracts for commodities, commercially available products, fixed-deliverable contracts without labor hour reporting, and contracts below a dollar threshold to be set by the director.
