Mandates school districts and charter schools include provisions in their K-3 reading program plans to support teachers in obtaining literacy endorsements, with endorsement-related expenses qualifying as allowable instructional purposes for K-3 reading support funding.

Requires school districts and charter schools to report to the Department of Education the number of teachers providing literacy instruction, how many have obtained endorsements, and status details for those still in the process of obtaining endorsements.

Teachers must demonstrate competency in teaching foundational reading skills, implementing high-quality instructional materials, and providing effective interventions for students with reading deficiencies, including those with dyslexia characteristics.
