Increases the maximum dollar amount for individual job orders under job-order-contracting for construction services from the standard limit to $1,000,000 for projects funded by the building renewal grant fund established by section 41-5731.

Requires the School Facilities Division to verify that project requirements are not artificially divided or fragmented to qualify as a job order that satisfies the $1,000,000 threshold.

Applies the $1,000,000 job-order-contracting limit to both school district projects receiving building renewal grant fund monies and construction services contracted directly by the Division.

Exempts building renewal grant fund projects from the standard job-order-contracting limits established under existing state procurement rules and State Board of Education regulations.
