Repeals two existing Arizona statutes (sections 19-102.01 and 19-111.01) related to initiative and referendum procedures and creates a new section 19-111.01.

Allows political committees to submit proposed ballot measure descriptions to the attorney general for pre-approval, with the attorney general required to approve or reject within 10 days and any challenges filed within 10 days after approval.

Modifies circulator subpoena enforcement provisions so that a court may invalidate signatures only upon presentation of independent sufficient evidence of circulator ineligibility or fraud, rather than automatic disqualification for non-appearance.

Requires the secretary of state and attorney general to post approved impartial ballot summaries on their websites at least 30 days before ballots and publicity pamphlets are printed, and to provide copies to the committees that filed the measures.

Expresses legislative intent to restore some of the people's rights regarding initiative and referendum powers that the legislature states have been restricted over many years.
