Requires early voting locations, including county recorder offices, to remain open until 7:00 p.m. on the Saturday and Sunday immediately preceding election day.

Mandates early voting locations be open until at least 3:00 p.m. on the Monday before election day, with county recorders having discretion to extend hours until 7:00 p.m.

Eliminates emergency balloting provisions that previously allowed voters who experienced emergencies between Friday at 7:00 p.m. and Monday at 5:00 p.m. before an election to request and cast ballots.

Removes similar emergency balloting provisions for presidential preference elections that had allowed voting for those experiencing emergencies between Friday at 5:00 p.m. and Monday at 5:00 p.m.

Amends Arizona Revised Statutes sections 16-246 (presidential preference elections) and 16-542 (general early ballot procedures).
