Requires the descriptive title summary for ballot measures to be "impartial" rather than just "a summary" of the principal provisions.

Mandates the Secretary of State and Attorney General post the approved impartial summary on their websites at least 30 days before official ballots and publicity pamphlets are sent to print.

Requires the Secretary of State to provide a copy of the impartial summary to the committee that filed the ballot measure, if any.

Amends Arizona Revised Statutes section 19-125 governing the form of ballots for initiative and referendum measures.
