Requires early voting locations, including county recorder offices, to remain open until 7:00 p.m. on the Saturday and Sunday before election day, and until at least 3:00 p.m. on the Monday before election day.

Mandates county recorders to establish on-site early voting locations at their offices (changing from permissive "may" to mandatory "shall") beginning when early ballots are first sent out.

Removes the existing emergency voting center provisions that required board of supervisors approval for specific locations and hours of operation.

Eliminates the prohibition on election officers mailing early ballots to voters who have not requested them (except for active early voting list members).

Beginning in 2026, requires the Department of Administration to coordinate with state agencies and counties to provide state-owned facilities as voting locations when requested.
