Authorizes the Arizona Director of Water Resources to designate "subsequent irrigation non-expansion areas" where groundwater is insufficient to provide a reasonably safe 100-year supply for irrigation at projected withdrawal rates

Requires petitions for designation to be accompanied by a numeric groundwater flow model and hydrologic report signed by a registered professional geologist or engineer, with prior consultation with the department

Limits irrigation in proposed non-expansion areas to only acres that were irrigated during the five years preceding the first publication of the hearing notice

Establishes that the director's findings and order on designation are final determinations not subject to administrative appeal, with judicial review available only to petitioners and hearing participants on issues raised during proceedings

Prohibits filing a subsequent petition to designate an area as an irrigation non-expansion area until three years after a director's refusal to designate becomes final
