Requires the Arizona State Land Department to establish and collect an annual groundwater withdrawal fee from lessees of state agricultural land located outside active management areas or irrigation non-expansion areas

Mandates lessees submit annual reports by March 31 detailing well locations, quantities of groundwater withdrawn during the previous calendar year, and specific uses of the water

Directs all collected fees to be deposited into the fund of the appropriate beneficiary of the state land trust

Expresses legislative intent that the groundwater withdrawal fee should reflect the fair market value of the groundwater withdrawn

Applies definitions for "active management area," "irrigation non-expansion area," and "irrigation use" from existing Arizona water law (section 45-402)
