Requires the Arizona Department of Water Resources director to designate subsequent active management areas when certain groundwater conditions exist, changing the current permissive "may" to mandatory "shall"

Designation is required when active management practices are necessary to preserve groundwater for future needs, land subsidence or fissuring endangers property or groundwater storage capacity, or groundwater use causes water quality degradation

Subsequent active management areas must encompass at least one complete groundwater basin and cannot include only a portion of a basin, except for northern Arizona regional aquifer systems

Director must periodically review all areas not currently within an active management area to determine if they meet designation criteria
