Prohibits health insurance plans from imposing deductibles, coinsurance, copayments, or other cost-sharing requirements for contraceptive drugs, intrauterine devices, prescription barrier methods, over-the-counter contraception, contraceptive implants, therapeutic equivalents, and sterilization procedures.

Removes existing religious exemptions that previously allowed religiously affiliated employers to exclude contraceptive coverage from employee health plans based on religious objections.

Applies the cost-sharing prohibition to hospital service corporations, medical service corporations, health care services organizations, and disability insurance policies that include prescription drug coverage.

Requires insurance formularies to include oral, implant, and injectable contraceptive drugs, intrauterine devices, and prescription barrier methods, while eliminating all out-of-pocket costs for enrollees.

Maintains that outpatient contraceptive services (consultations, examinations, procedures) must be covered when policies provide outpatient health care coverage.
