Establishes a statutory right for individuals to access fertility treatments without prohibition or unreasonable limitation, including the right to continue ongoing treatments and retain control over reproductive genetic materials such as gametes and embryos.

Defines fertility treatment broadly to include preservation of oocytes, sperm, and embryos; artificial insemination; in vitro fertilization and assisted reproductive technology; genetic testing of embryos; fertility medications; and gamete donation.

Grants health care providers acting within their scope of practice the right to perform or assist with fertility treatments and provide evidence-based fertility information.

Affirms that health insurers have the right to cover fertility treatments and procedures.

Requires the Arizona Department of Health Services and health profession regulatory boards to adopt implementing rules, with a one-year exemption from standard rulemaking procedures.
