Adds preventive dental care as a covered service for AHCCCS members who are 21 years of age or older, in addition to the existing emergency dental care and extractions coverage.

Maintains the existing $1,000 annual limit for emergency dental care and extractions for adult members, with preventive dental care added separately.

Prohibits the use of hospital assessment fund monies to pay for the new preventive dental care benefit for adults.

Amends Arizona Revised Statutes section 36-2907, which governs covered health and medical services under the Arizona Health Care Cost Containment System (AHCCCS).
