Repeals Arizona laws that prohibited cities and counties from denying building permits based on the type of utility provider (gas, electric, etc.) proposed for a project.

Removes current state preemption that prevents local governments from restricting a permit applicant's choice of utility service provider.

Eliminates requirements that local permit fees and requirements be equal across different utility providers.

Deletes definitions of "utility service" (water, wastewater, natural gas, propane, electric) from building permit statutes.

Repeals sections 9-810 and 11-867 of Arizona Revised Statutes, which contained related utility preemption provisions for municipalities and counties.
