Requires persons seeking building permits for six or more detached single-family residences, multifamily residential properties, or condominiums within active management areas to obtain a certificate of assured water supply or written commitment of water service from a designated provider before permit approval.

Expands the definition of developments requiring water supply certification to include residential lease communities (six or more units intended for lease) and multifamily properties, not just subdivided lands for sale.

Mandates payment of activation fees and replenishment reserve fees for residential lease communities and condominiums enrolled in member lands or service areas on or after January 1, 2027.

Adds definitions for "condominium" and "residential lease community" to the multi-county water conservation district statutes to clarify which properties are subject to water supply and replenishment requirements.

Exempts applications submitted on or before September 30, 2024 from the new building permit water supply certification requirements.
