Requires all plumbing fixtures sold, distributed, or installed in Arizona for new construction or replacements to be WaterSense-labeled or meet EPA WaterSense water efficiency criteria beginning January 1, 2028.

Replaces existing specific gallons-per-minute and gallons-per-flush requirements with the EPA WaterSense program standards for residential, commercial, industrial, and public buildings.

Continues requiring evaporative cooling systems and decorative fountains to be equipped with water recycling or reuse systems.

Adds authority for the director to waive requirements for historic plumbing fixtures as determined by rule.

Phases in implementation with definition changes effective after December 31, 2026 and substantive fixture requirements effective after December 31, 2027.
