Establishes the Office of Resiliency within the Governor's office, headed by a governor-appointed director, to address climate change threats to Arizona's water and natural resources.

Requires the Office to develop and update a resiliency plan protecting human populations, natural systems, and economic systems against climate change risks.

Directs state agencies to identify current and future climate risks to water resources, temperature-sensitive populations, energy systems, transportation systems, vital infrastructure, and natural lands.

Mandates that Arizona electric distribution utilities generate at least 50% of their electricity from renewable energy sources (solar, wind, geothermal, hydropower, biofuel) by January 1, 2035.

Repeals Title 49, Chapter 1, Article 6 of Arizona Revised Statutes (existing environmental provisions being replaced or consolidated).
