Extends TANF (Temporary Assistance for Needy Families) cash assistance time limits from 12 months to 60 months for eligible families in Arizona.

Eliminates the conditional 12-month extension provision that previously allowed families to receive additional assistance if the head of household was in full compliance with work requirements and dependent children maintained at least 90% school attendance.

Applies the 60-month time frame retroactively to cash assistance received on or after October 1, 2002, regardless of whether months are consecutive or the funding source.

Terminates cash assistance on July 1, 2026 for any family that has received 60 or more months of assistance as of that date.

Maintains existing exemptions from time limits for child-only cases, families on Indian reservations with over 50% adult unemployment, partial-month assistance, and minor children who were not heads of household.
