Repeals Arizona Revised Statutes sections 9-500.38 and 11-269.16, which currently prohibit cities, towns, and counties from regulating auxiliary containers (such as plastic bags, cups, bottles, and similar items)

Removes state preemption that prevents local governments from enacting bans, fees, or restrictions on single-use containers and packaging materials

Amends section 44-1648 regarding scrap metal dealer licensing to delete references to the repealed auxiliary container preemption statutes

Allows municipalities and counties to establish their own regulations on auxiliary containers, including potential bans on plastic bags or polystyrene containers

Maintains existing provisions that preserve local authority over business licensing systems for scrap metal dealers that include background checks and fingerprinting requirements
