Prohibits spending public monies on genetic sequencing procedures performed with devices produced by companies domiciled in or substantially controlled by foreign adversaries

Defines foreign adversaries as China, Russia, Iran, North Korea, Cuba, Venezuela, Syria, and the Hong Kong Special Administrative Region, plus any country designated by the federal government

Applies the prohibition to both active state employee health insurance (section 38-651) and retired public employee/elected official health coverage (section 38-651.01)

Defines genetic sequencing as any method to determine the identity and order of nucleotide bases in the human genome

Defines "company" broadly to include for-profit and nonprofit entities, subsidiaries, parent companies, and affiliates
