Requires AHCCCS contractors to reimburse noncontracting laboratory providers for services rendered to enrolled members when the member was referred by a contracted provider.

Prohibits AHCCCS contractors from requiring prior authorization for diagnostic services.

Prohibits contractors from taking or threatening retaliatory action against contracted providers who refer members to noncontracted providers.

Adds new section 36-2905.05 to Arizona Revised Statutes governing contractor reimbursement requirements for noncontracting providers.
