Requires all students enrolled in Arizona Empowerment Scholarship Accounts (ESA) who do not have disabilities to participate in the statewide assessment administered by the Department of Education

Students with disabilities (as specified in section 15-2401) may participate in statewide assessments only if learning at grade level in a specific academic area, with parental agreement that a passing score is required, and with proper notification of testing accommodations

Adds ESA program students to statewide assessment reporting requirements, including test scores by subject area and achievement-related data alongside school district, county, and state statistics

Amends parent agreement requirements for ESA enrollment to include ensuring qualified students participate in statewide assessments

Authorizes the Department of Education to administer statewide assessments to ESA students and report their scores alongside traditional public and charter school data
