Establishes tuition waiver scholarships at Arizona universities and community colleges for children (26 and younger) and spouses of armed forces members killed in the line of duty who were Arizona Gold Star Military Medal recipients

Requires the Arizona Health Care Cost Containment System to provide trauma counseling for at least 10 years to direct relatives, spouses, and children of deceased service members and Gold Star Military Medal recipients

Creates the Fallen Guard Family Relief Fund to provide benefits, burial supplements, emergency relief grants (up to $5,000 for burial costs), tuition reimbursements, housing stability support, and mental health services to Gold Star families

Establishes an Emergency Survivor Relief Grant Program to provide financial assistance to surviving families within 72 hours of verification of a service member's death

Protects immediate family members of service members killed in the line of duty from eviction for 90 days, foreclosure for 120 days, and utility shutoff for 60 days after the member's death
