Establishes a child care workforce scholarship program through the Department of Economic Security for individuals earning below 85% of the state median income

Eligible recipients include teachers, educators, assistants, and support staff at department-contracted child care providers, as well as district employees of preschool, kindergarten, and grades 1-12 programs

Scholarship funds must be used exclusively at department-contracted child care providers, with payments made directly to the providers rather than to recipients

Appropriates $200,000,000 from the state general fund in fiscal year 2026-2027 to fund the program

Funds are distributed on a first-come, first-served basis and are exempt from standard appropriation lapsing requirements
