Removes the prohibition on collecting voted early ballots from other voters, allowing any person to deliver another voter's completed ballot to a polling place, drop box, election official, or postal service.

Maintains the existing ban on collecting unvoted early ballots, with exceptions for family members, household members, and caregivers.

Eliminates required voter instruction warnings about ballot collection restrictions that had appeared on election materials and early voting envelopes since 2016.

Creates new early voting instructions beginning in 2026 that outline three methods for returning mail ballots: delivery to county recorder, deposit at polling places, or in-person delivery with valid ID at any polling place.

Amends Arizona Revised Statutes sections 16-513, 16-547, and 16-1005 relating to voter instructions and ballot abuse penalties.
