Establishes a 9-member Study Committee on Educator Health Insurance Costs with representatives from health insurance trusts, school districts, teachers (both rural and urban), superintendents, governing board members, and classified employees.

Committee members are appointed by various authorities including the Senate President, House Speaker, statewide teacher organizations, school administrators associations, and school board associations.

Requires the committee to examine health insurance costs for school districts and employees, including coverage for dependents, and review plans currently offered by Arizona school districts.

Mandates recommendations for providing high-quality, affordable health insurance for school district employees and their dependents.

Report due to the Governor, Senate President, and House Speaker by November 1, 2027, with the committee repealed after October 31, 2028.
