Requires full-day kindergarten programs to meet at least 712 instructional hours per school year to qualify for full funding

Maintains half-day kindergarten programs at 356-712 hours annually, with those students continuing to be counted as one-half of a full-time student

Changes the age requirement for "full-time student" classification in common schools from six years old to five years old before January 1 of the school year

Updates Arizona online instruction definitions to distinguish between half-day and full-day kindergarten programs for funding calculation purposes
