Establishes the Arizona School Mental Health Professionals Academy to provide tuition and fee scholarships for graduate students pursuing school psychology, school social work, and school counseling credentials at Arizona Board of Regents universities.

Scholarship recipients must agree to work one full school year in an Arizona public school for each academic year of scholarship funding received, with reimbursement required if service obligations are not fulfilled.

Creates the Arizona School Mental Health Professionals Academy Fund funded by legislative appropriations, with administrative costs capped at 3% of fund monies annually.

Requires the Arizona Board of Regents to develop centralized administration including marketing, data collection, tracking service requirements, and collecting reimbursements from non-compliant participants.

Mandates annual reporting to the legislature on enrollment numbers, program completion rates, graduates working in public schools, and scholarship fund balances beginning March 1, 2027.
