Prohibits any person, local government, or state agency from discharging or using class B firefighting foam containing intentionally added PFAS chemicals for any purpose, unless required by federal regulation

Grants public airports (those owned by political subdivisions or open to the public) an exemption from the prohibition until December 31, 2030

Expands the existing 2020 ban that previously only applied to training and testing purposes to now cover all uses of PFAS-containing firefighting foam

Removes previous exceptions that allowed PFAS foam use for testing with containment measures and for emergency firefighting operations

Defines PFAS chemicals as perfluoroalkyl and polyfluoroalkyl substances containing at least one fully fluorinated carbon atom used as firefighting agents
