Establishes a voluntary "Blue Envelope Program" within the Arizona Department of Transportation to help facilitate communication between law enforcement officers and drivers with autism spectrum disorder during traffic stops.

Requires the department to provide standardized blue envelopes, available in English and Spanish, to drivers diagnosed with autism spectrum disorder who request them.

Blue envelopes may contain the driver's vehicle registration, insurance information, and guidance for law enforcement on how to communicate effectively with individuals on the autism spectrum.

Mandates collaboration between the department, University of Arizona, and community stakeholders to design envelope contents based on evidence-based communication practices.

Prohibits the department and law enforcement agencies from disclosing the identity of any person participating in the program.
