Renames Arizona's "active early voting list" to "permanent early voting list" throughout state election statutes

Removes the provision that allowed county recorders to remove voters from the early voting list if they failed to vote an early ballot in all elections for two consecutive election cycles

Eliminates the January 15 notice requirement that informed voters they would be removed from the early voting list for not voting early ballots in consecutive election cycles

Maintains existing requirements that voters can only be removed from the permanent early voting list if they request removal in writing, their registration becomes inactive or is canceled, or mailed notices are returned as undeliverable
