Sets a biennial review cycle: updated standards must be published by January 1 of odd-numbered years after public comment, with the self-assessment questionnaire distributed by February 1.

Requires each jurisdiction to submit completed self-assessments to the Secretary of State by February 1 of each even-numbered year.
