Expands military leave eligibility for Arizona National Guard and U.S. Armed Forces Reserve members beyond just camps, maneuvers, formations, and drills to cover all "active duty or training" under competent military orders.

Protects state and local government employees from losing time, pay, or efficiency ratings during military leave, with leave calculated as up to three times average weekly scheduled hours per year.

Prohibits employers from charging military leave for days when employees were not otherwise scheduled to work.

Ensures military leave does not count against an employee's regular vacation time entitlement.

Maintains existing protections including seniority rights, reemployment rights, and civil relief act coverage for service members called to duty.
